Automated dialer. Line quiet until a recorded voice announces "Goodbye" and hangs up. Turns out that this number belongs to a range allocated to a company (CFL) which offers communication services including IP telephony. So chances are this call came from a scamming organisation somewhere in the world which has rented the number as a UK exit for their call centre, which sadly has insufficient agents to field the number of calls that are getting responded to. Suggest blocking all calls from numbers starting 01269463.
